The Board of Bar Examiners is the entity that assists the Supreme Court in exercising its inherent power to regulate the legal profession and determine who is qualified to be an attorney or a notary in Puerto Rico.
Requirements for the admission of applicants to the practice of law and the notarial of profession
What are the requirements to practice law in Puerto Rico?
Any person seeking admission to the practice of law in Puerto Rico must meet the following requirements:
(a) be over 21 years of age;
(b) have studied Law and graduated from a law school accredited by the American Bar Association or by the Supreme Court;
(c) be of good moral character;
(d) pass a General Bar Examination prepared, administered, and graded by the Board of Bar Examiners; and
(e) have obtained a bachelor’s degree prior to entering law school, if the applicant graduated from an institution in the United States or Puerto Rico. Otherwise, applicants must have successfully completed an equivalent university program that meets the standards set by the Council on Higher Education or that has been approved by the Supreme Court regarding the minimum academic background required for admission to a law school in Puerto Rico.
Applicants who have pursued studies abroad must meet the requirements of subsections (a), (c), (d), and (e) of Rule 4.1.1. and validate their courses to obtain a law degree from a law school accredited by the American Bar Association and by the Supreme Court. After validating their courses and obtaining a law degree from a law school that meets the accreditation requirements, applicants who graduated from a foreign university must present evidence of such studies to the Board of Bar Examiners along with their application for admission to the examination.
What are the requirements to practice as notary in Puerto Rico?
A person who wishes to be a notary in Puerto Rico must have taken the oath of admission to the bar and be admitted to the practice of law. The applicant must also pass the notarial law examination administered by the Board of Bar Examiners.
